Where I live, I would have to drill holes because any rain would just end up drowning everything. If you live somewhere with little rain, you could probably get away with no drilling.

yes -- small ones; or use large 'stones' like you have around the base -- a lot will depend on the amount of rain you get --- if you are in a 'dry' area, I'd use the stones, if you get a lot of rain, I'd drill holes
Please drill holes. Succulents can rot if they get too much water or their roots are in standing water. The standing water will occur if you do not have drain holes.
well i made a succulent garden with my old birdbath if i would of drill holes to drain i would of need to water it a few times a day so my answer is no need to drill holes
