yes, clean,and spray paint with Rustoleum 2X for plastic ,giving two light coats allowing to dry in between
Although it is 'possible' to spray paint plastic with specially made plastic spray paint, it is not recommended to attempt this with window blinds.
Due to the extreme smoothness of the slat plastic, it is questionable whether the paint will cover with any evenness in the first place. Also, due to the bumping and scraping motion that the slats have against each other when normally opening and closing the blinds, the paint will not stay adhered, will flake off, and soon you will have a big mess.
For best use of your money and time, if you really want a different color of plastic blind rather than white, just buy new.

Unless they are in pristine condition, I don't recommend it. There is so much potential for the spray paint to drip and make a huge mess.
