Fill pot halfway with water / simmer on stove for half hour or so - let sit - will soften.

After softening, try scrubbing with Barkeepers Friend. It might take several applications but its worked for me.
Place the pan in a plastic bag...pour in some 1/4 cup or so of ammonia, close bag tightly and leave in garage overnight. In the morning it should be easy to clean out with barkeepers friend. Good luck !

Coat the cooked-on area well with heavy-duty Easy-Off oven cleaner, then secure the pan in a plastic bag. Just make sure you don't get any oven cleaner on the handle. Leave in the bag for a day. Longer, if you think you can do without the pan for more than a day.
Once the time is up, remove the pan from the bag and wash thoroughly. It should be pretty free of gunk.
If that doesn't get it all, repeat the process.
I've done this with any number of stainless pans with 100% success.
Use ammonia as Sandra stated only I use comet cleanser and green scrubber pad after ammonia soak; clean after each use with comet works great on all stain less steel so burnt on stuff doesn't add up again
I use sandpaper to get rid of the burnt. But wet the pan first and apply detergent then scrub it slightly using sandpaper.
