Go for it... the worst that can happen is that you have to take it down if the moisture from the paint loosens the wall paper.
You'll be sorry if you do and ever want to remove that wallpaper. . .or the people that move in after you will not be too happy if they want to remove it.
Yes, it it is well stuck onto the walls, but it's really not that hard to remove wallpaper. Spray the walls with hot water with a pump-up sprayer, let sit for about 15 minutes or so, respray as needed for areas you can see are not wet. You can place old towels or sheets against the baseboard to keep the water from dripping all over the floor. Then scrape the paper off, starting at an edge, if you can and get a good grip then pull. Always use a PLASTIC scraper that is normally used for sheet rock plastering, you will avoid goughing your walls. If your paper has a vinyl surface rather than paper--I'd paint it.
I am going to tell you the opposite.others think it is ok ,down the road it will peel and bubble.Avoid the headache and remove it
ive removed plenty of wallpaper. I even have a steamer. Pro is its only drywall under it. No texture
First prime it with oil based primer (latex over wall paper can reactivate the glue and bubble up), then you can paint with whatever you like.
