You can spray with water, and it will scrape right off. Then you could retexture, or not, paint it or work with it in many ways. This is a messy procedure but works well.

Don’t spray and scrape. That’s a huge mess. Either cover with thin dry wall - mud it , sand it, paint and it will look great Or white bead board.
Cover with beadbird, tin ceiling or fabric
There are textured wallpaper-like ceiling papers that can work but you are going to have to scrape the bumps off anyway, so it's going to be messy anyway. You will have to sand and paint new sheetrock so either way you're going to have dust. If the existing ceiling is solid, then just refinish it.
A tin ceiling would look great. They have plastic panels that look like tin and can be painted
Tin tiles would look great or you Could just remove the popcorn paint then put up some decorative beams
I like tin ceilings or beadboard would be nice too.
