Yes, you can paint it - but I would clean it real good and embrace it. Slate is making a comeback and it an expensive addition to your home. I recently toured a brand new home that was worth $500,000 and they had slate in the kitchen.

It is probably waxed, I had the same problem with this house we bought, I used ammonia and lots of ventilation.
Buy a nice big throw rug. Paint the walls, the ceiling but not the slate. Easier to cover it up and you can change the look buy putting down a new rug anytime you want.
Think about using a Hall Carpet Runner or Rug in the colours you love to give the hall a lift, or Colour the Grouting.
