When you wash the towels do not use dryer sheets as they take away the ability of the towels to absorb moisture.
Wash with vinegar a few times. If you use fabric softener - stop, that is what is decreasing the efficiency.
One reason may be if you are using fabric softener on them (liquid or sheets). The fabric softener coats them so the fibers cannot absorb moisture anymore.... Wash them in hot water for the longest time your machine allows and add baking soda to the wash cycle and white vinegar (2 cups) to the rinse cycle.... dry them in a hot dryer with NO fabric softener.... see if this helps... in the future... put white vinegar in the fabric softener cup when you wash ALL towels...
stop using fabric softener and dryer sheets -- wash a couple of times using just plain baking soda -- 1 cup to the washer load.
Don't use fabric softener.
If you add fabric softener to the wash, it makes towels and rags not absorbent. Wash and dry without the fabric softener if you can.
Do not use fabric softener in the wash or the dryer and the towels will be more absorbent
