I had a similar bump in my area rug as well. I used a steamer and went slowly over half the rug where the bump was. I might have worked 30 min. to make sure the rug was wet enough to remove the bump and stretch the surrounding rug so it laid flat again. So far, it has continued to lie flat. Then maybe the tape could help retain the shape.
Why isn't there some furniture sitting on the rug? Even rugs on solid floors do not require a rug pad if there is furniture on them. It most likely slides because of the backing and movement on the rug. The reply about removing the body underneath the rug was hilarious, sorry! Seriously, an inexpensive rug pad could help.
