The unfortunate issue is water. There is no way to properly seal a peel and stick so that even the smallest amount of moisture won't seep into the crevices and cause mold to prosper in the original tile. Painting and sealing has its limitations, but is more hygienic than adding something on top of the tile.
I never heard of water being a problem for peel and stick tile. The added weight of the new tile and the old can tear off the wall. Also tile needs a smooth surface to adhere. You can paint the tile with Rust-Oleum Tub and Tile paint kit.
