How can I clean a clear glass Tiffany vase that has a film on it?

I have tried ammonia which has worked on glass before but not on this one. It helped in spots but not the entire vase.

White vinegar will remove the film!
Perhaps the glass has been painted with glass paint and the surface has come off. Try using clear nail varnish in one small area to see if that works.
White vinegar is a good cleaner
Try denture cleaning tabs, works great. Fill the container with water drop in 2 tabs and leave it alone for a couple of hours. Stay should be gone.
