Hmmmm, well, short of building scaffolding around the outside of your hot tub to take down the old canopy (I assume it is cloth) and put up a new one, is there a way to place and temporarily anchor a sturdy piece of plywood large enough to cover the entire top of the hot tub that will support the weight of say 2 people so you can maneuver the old gazebo cover off and put a new one in place?
Sounds like you may need to bring in an awning repair company that has scaffolding and materials to replace your canopy.
