I never had trouble with ink coming out of my uniforms or scrubs with alcohol and it was always dry by the time I got home to treat it. It even took out red ink. It may never come out if it has been washed and dried before you treated it. Sometimes it took numerous times and a lot of scrubbing to get ink out, but I always ended up without ink stains, luckily.
I don't know what a scrub top is but I use Murphy's oil soap to soak my hardened acrylic paint art brushes and it unglues the paint from them.
oh now i get what a scrub top is - fabric - well, give its try.
