What is the best way to take off wallpaper.

My daughter and her husband right out of the military bought a house. Whoever had it before the sale went way overboard with wallpaper. Almost every room in the house has wallpaper. It has been 2 years now and they are still trying to get it off. They moved in one weekend and the next weekend their first child was born. Best we could do before they moved in was clean and paint the rooms not papered.

Hire a steamer...............and use a scraper.....
