Time to replace the door.
I had a similar problem with my metal garage door. Top panel was bowed. Not only was it bowed but the lip where two panels meet was cracked. It would bind going up unless I raised the center. I got some 1/8" thick angle iron 6' long. Used clamps to hold it over the door lip, predrilled holes every 6" for nuts and bolts. Straightened the panel and door moves up and down with no binding. Eventually will get a new door but can't afford $500.
