where is the tile,floor,counter
Wish that would work! No you cannot tile over old tile because the tiles won’t stay attached to a nonporous surface.
Porosity is not a factor. On floors the height will be increased, Any movement in the subfloor and old tile will transfer to the new tile. On walls the added weight the tile can tear off the wall. Also tile needs a smooth substrate to adhere to.
