Use ESP on first then undercoat and topcoat - Satin finish would be better then Gloss.
Yes. Just put a primer especially designed for that table and chairs. Then after it is dry, just paint. Use two coats if the primer does not go on evenly the first time. Make sure all of the coats are completely dry to abolish streaking.
