You need to create a way for the hose to slide over the pipes. I did this using a plastic folder like you would use for a kids project and a household stapler. Open the folder and staple it over the pipe to cover it, the hose should flow freely.
I used a piece of plastic pipe cut to fit from the bottom of the sink to the base of the cabinet. No more stuck hose. It has it's own home now.
