Cat's have very sensitive noses. Try spraying your mulch with vinegar. Just fill a spray bottle and have at it on the perimeter of your mulch. Don't spray your plants, vinegar is acidic. If that doesn't work, there are commercial sprays on the market. Check your local nursery.
We had that problem in our garden. We used moth balls and sprinkled them around. They stayed away
You can use vinegar or moth balls as temporary fix. The only fix is place chicken wire under mulch. All animals don't like the feel of wire while digging. I have a kinds of animsls in the farm and does work. Good luck!
