If it seems to be painted shut, use an Xacto knife to break the paint seal. You may have to use a paint scraper for larger areas.
If it seems to be swollen shut, and you can’t wait until the wood dries out, use a hair dryer where the wood seems to be sticking.
Insert some WD40 or petroleum jelly on the seams and let it soak in for half an hour. Try the window again. As soon as you can get the window open even a little, add more grease and work it open bit by bit. When the window is completely open, repair it quickly so it won’t get stuck again. ☺️

Try running a hair dryer over the window frame, running a bar of soap or wax on the tracks helps.
Is the window painted stuck or is it stuck for some other reason? If painted stuck, take a stiff putty knife and hammer and tap along the window where it meets the window jam. Break all the painted areas loose. You may need a screw driver or a small crow bar to pop it loose after you got all the painted joints broken loose!
Old double hung window sash, mostly why old sash is because of all the year of painting. Sash are held in place with wood stops. The outside one is a beaded stop that is removable, the other is called a parting strip that separate the upper sash from the lower sash. When the window unit is new the stop are set to the original paint job. What preservationist do, is to remove all paint from the impact points. Remove the outside stop scrape the paint off the impact edge. Next remove the sash and scrap paint off the impact point 1/2" strip along the edge. Next, scrap the paint off impact edge of the parting strip.
