I just finished a project like this .... used Gorilla Glue Gel. ..... no problems 2 weeks and counting!
There’s a few different glues if your using this outside just make sure it’s a exterior glue. But if possible I will always drill a hole and add a screw thru the back of the board and into my letter or number just for extra strength to know it’s never coming off!
Fix letters to backing and screw backing to boat. (I assume it will be above water )
Use wood glue
Liquid nails , comes in a caulking tube at hardware or lumber yards.
