Polymeric sand available at you Lowes or Home depot store. Very easy to use and clean up.
Gen I have something similar under my balcony. Years and years we tried to have concrete but this has solved or problem because they are able to shift and move with the freeze/ thaw we have in this area. I would be a little skeptical about doing a concrete or something similar between the pavers. We went with the polymeric sand and have never been sorry. I guess it all depends on your region and your taste
