Use a frame or more easy a corkboard. Spray paint the wood and cover the cork board area with your favorite fabric either solid or print to suit your decor aesthetic.
If using a frame you probably could use some foam-core board possibly two layers and cover that with fabric as well.
Might be easiest to use the aerosol spray adhesive to attach the background fabric.

Corkboard with a frame, cover it with pretty material and you have a pretty display area to hang on the wall.
Get a new picture frame that you like. Remove the glass. Save for another use. Wrap the cardboard with batting. Wrap the batting with a pretty fabric. I used blue velvet so that the brooches would be the highlighted.
Put the fabric covered cardboard into the frame and secure the framed.
Pin the brooches into the fabric. Hang the picture frame as art
The nice thing about this is that you can display the brooches and still use them when you want.Over time the fabric and cardboard will wear out, but can easily be replaced.
Donna, I have seen a couple of displays one using black crushed velvet over foam and the other used antique lace. In both instances the broaches were pinned and displayed behind glass.
I have the jewelry that I wear all the time on a bulletin board attached with push pins in my bathroom. With your brooches, you could buy a plain bulletin board, maybe paint the frame with a glitter paint, and cover the cork with a lace fabric or even netting.
