Sometimes the weather is the cause of only some of the buds blooming. You must have ants to open the buds and the proper PH. Check with your local nursery / florist to see if there is some other reason they may not be opening.
Often if trees and bushes are overloaded, the buds/fruit end up smaller than expected. Try pinching off some of the buds if they are very close to each other. Also feed the plant so it has more food for flower/fruit.
