Yes....use heavy landscape fabric to aid in any weed growth
Yes, it slows weed sprouting and keeps the rocks from settling into the ground.

Yes you should as it will slow down unne weed growt
does't matter where you live, I'd use a landscape fabric under any stone/rock area -- you'll still get grass, weeds, etc., because it will collect leaves, dirt will wash in over it... but it's easy to use roundup to keep the stray weeds down. And a leaf blower to keep the area free of debris that will allow plants to take root.
