Brr! Drafty windows- how to cut the draft?

I’m from the U.S. so I don’t know if I can help or not, but I give it a try at least! I was wondering if you plan on ever opening the window? You could use zip ties wrapped around both handles and pull tight that should keep your child from openning the window. You can either cut them off if you ever need to open the window in the future? Or you can sometimes use a tiny screw drives to release the mechanism that locks the zip tie! I don’t know how old your child is or how smart when it comes to tools etc. But if shecan’t release a clamp you could use a clamp on both the door handles too that would keep the window from opening as long as your child can’t remove the clamp? If there’s any gap on the hinge side of the window you may be able to wedge a shim on each window on the hinge side to keep it shut to depending how the hinges are designed. If she’s very young the only other idea I can think of is maybe some high strength Velcro to stick on the outside of the window frame and the window casing so that you have to pull a lot harder to open the windows! The high strength Velcro takes a lot of effort to separate the two pieces once their stuck together! I’m sorry if these ideas don’t help! But maybe one will or maybe give you another idea yourself? Zip/wire ties ends removed covered in duct tape. Secure with ties leaving a space in the center to cut when you are ready. Cover all of it with black duct tape. When you move, remove any tape residue with oil or WD40.
I'm thinking the zip ties with duct tape is the easiest non-permanent solution, that won't anger the landlord.
Most small children won't be able to remove that to open the window, but you never know...so zip ties, duct tape, and vigilance!
