I think that I would try to hang my plants so that the cats won't tear them up or use them for a litter box. Then add your chairs so that you can enjoy your patio as well.
Another thing to be aware of when mixing cats and plants is that some plants leaves and berries are toxic to cats so make sure whatever you have out there is safe if your cats has a nibble. If you put planters on the ground or on a shelf where the cat might jump, make sure they are large enough that your cat cannot tip them over or push them off the shelf. You could also grow some catnip out there for your cat - in a low, wooden box - and perhaps the cat would leave the rest of the plants alone.
