What is the best flat surface for an exterior deck that will be tiled?

I cannot get tiledek. Plywood perhaps painted with kilt on the bottom?

    why do you want to tile a deck .. the movement of the deck, natural settling of the soil/ground, all sorts of 'stresses' and 'pressures' on the deck will cause either the tile to crack or the grout to separate ... not a good idea, IMPO. Even painted plywood will warp/shift; and I would think that if either were wet it would be very slick and a safety hazard.
