Stronger rod or more fixings.....
can you support it from a wall stud in the back with a 'closet rod bracket' --- there are LOTS available on Amazon, as well as at any hardware store -- but your measurements will have to be accurate ... or you could support it from the shelf above it ( or ceiling ) with screw eyes and a chain/cord/cable.
and of course the obvious answer would be to hang fewer items! but I understand your problem -- there is never enough room!
Replace it with a length of electrical conduit. Replaced my wooden closet rods with 1" and 1 1/4" thinwall pipe.
