Sharon, this is a vintage real wood table and personally as a previous owner of an Antique & Collectible Store I would never do what you were thinging about doing. There are products at Lowes and Home Depot made specially for refinishing a table like this. Since you have already did the hard part, the stripping, now you need to use a very light duty sand paper to smooth it out. You might have to use a sandpaper that you will need to wet, which worked best for me when I redid vintage pieces in my store. Let it dry thoroughly and then you can use a tint stain that matches the color. This table from your photos looks like oak. Let that dry and apply a clear acrylic, might need 2 or more coats, use the finest sandpaper you can buy between coats. Hope this was helpful.
I ran into this once, and the answer is yes, you need to remove all the veneer. It has either had water standing on it or it's been in a very humid area and the veneer is separating from the table top.
I would get some superglue in the needle applicator bottle and try shooting some glue under the loose veneer, put a piece of wax paper on top, and then some weights to try and glue it down first.
As I understand it you've already restained the piece? If it wasn't bubblef before stained possibly moisture from citrastrip got trapped. I would try Sharon's suggestion, (but not superglue) just a good wood glue.
I think you should try to remove veneer but it all depends, if it's made from plywood then its not going to work but if the wood is solid under veneer then all you need to do is sand and stain.
