look for self adhesive felt squares to cut into circles. Many craft stores have them.
Use a round can soup can or similar works to cut circles, I’d iron your fabric to an interfacing first , it will help the circles stay round. Baste the circles to the tulle.
I would glue them on. Place parchment paper under the tulle, apply glue to dot and press down. When dry, parchment easy to peel away.

You can buy black felt dots at dollar store. Attach with white glue & let dry Before wearing.
test your fabric to see if it will work with an iron. I would hate for you to finish your skirt and to have a piece of it melt under the iron.
what size dots are you speaking of? Do you want different colored ones or one color? For a no sew tulle skirt I would get colored dots made for items to be sold at a yard sale. Just stick on as many as you like and then remove!
You could stamp white dots on the fabric or glue on buttons.
Get some fusible webbing from your local fabric shop, and iron it onto some white cotton fabric. Cut out the "dots", then iron/fuse it onto the tulle. The webbing comes with instructions but the store clerk should be able to help you with the correct one to buy
