Water it.
I'm thinking Pennsylvania ground has no growing grass in February, but I can give you a formula to green up your grass and keep it healthy once it starts growing. I've posted this on Hometalk before, but this one's for you:
1 cup Epsom salts
1 cup any inexpensive mouthwash
1 cup non-sudsing ammonia
1/2 cup any inexpensive dish soap
1 can of any cheap beer
Mix this concoction until the Epsom salts are dissolved. Pour into a hose-end sprayer and spray until you can't see the soap on the ground, then refill and repeat. The mix covers @ 2500 sq.ft. and if your sprayer has a dispersal amount, go with about 1 ounce per gallon. This recipe comes from Jerry Baker's book The Impatient Gardener. It's available most places and on Amazon.com. Lots of good hints in there to keep your plants healthy and growing. Cheers!
