ok...really ..for the walkway to b installed correctly,you have to level .apply paving sand ,and or crushed stone ,allign,and fill the balance in with sand
If you want to do it right and save time in the long run, you might as well do the tedious stuff no one wants to do. I am not sure if your doing stepping stones or a continuous path, so I found a couple websites one for each kind. Agree with everyone who said do it right the first time. The ground must first be prepared properly so that it can support the weight of the path, and people walking on it, without the top blocks shifting, sinking, or cracking.
