no.....If you want to seed the lawn ,the procedure is apply a few inches of top soil, lime, grass seed for your location, and starter fertilizer,cover with peat moss and keep moist....After the seed has geminated and has been mowed at least two times ,then the next step of fertilization will resume
We actually have a service that does all that & they do a pre-emerge Just b4 Spring (they’ve already done this) & then they come back a few weeks later & fertiliz & over-seed @ the same time.

You should always lay grass seed before the first frost and let it germinate in the spring. That way you end up with very strong young grass that will take root well and grow. You won’t want to put weed & feed products on until your grass is old enough.
Weed and feed is for existing lawns, so if you have sparse patches, don't apply it until you have reseeded and have strong new growth.
Weed and feed and reseeding cannot happen in the same season
A good preemergant herbicide works for at least 3 months. If your company is applying a preemergant then reseeding in just a few weeks, either the seeds are being killed or the preemergant being used is a waste of your money
If you’re reseeding a lawn it has to be well established prior to using weed and feed.
