Use Kilz a stain blocking primer
Start by painting the entirewall with Kilz or another stain blocking paint. Then use a paint made for kitchens and bathrooms.

They do make mildew and moisture resistent paint. Used in our basement. Talk to your paint store.
Do make sure that you sand the lifted paint off first or you will end up with more pealing paint. Kilz works well.
Scrape the mold and mildew off before applying anything, otherwise it will "creep" further into your wall. I also suggest you find out the source of the cause to prevent it from happening again, otherwise you might end up having to replace a section or more of your wall.

I would suggest killing the mold by spraying with bleach first. Then prime with a blocking primer before painting. To avoid mold from bleeding through paint. This needs to be sanded. Scrubbed with TSP. Then primed with Kiltz. Then paint.
I would first clean that with some bleach, follow up with vinegar. Then prime, and paint with a paint having a mildewcide or buy some mildewcide to add to your paint.
TSP is Trisodium Phosphate. A powder you mix with water. It is a cleaner that preps paint. Yu can buy it at Home Depot or paint stores. You need to wear gloves with it. But is is the god standard for painting.
