The best way to keep water out is a French drain on the out side of walls..

go to home depot..there is a product that you just slap on and voila ! I painted my entire basement walls with it and nomore leaks.
My home celebrated it's 50th anniversary this year and there has been some leakage in the basement in one area. We found a product called FLEX and painted it on the wall and where the wall adjoins the floor. No more leaks. This has been a quick fix and probably not a permanent one. I've been told that the problem is solved from the outside of the house. My husband did dig down in one area (by hand) until he was below the foundation and painted the wall with a sealant. It has not leaked from that area ever since.
For a permanent fix a french drain either inside the perimeter basement walls or outside. You can also use a hydraulic cement and seal any cracks, gaps, spalling mortar. Then use Drylock to paint and seal the walls.
Flex seal is your answer. It helped a store owner at the New Jersey shore when Sandy hit. He sealed every crevice he could find from the outside of his store with it. There was 3 feet of water sloshing against his store and not a drop got in. The businesses around him were all damaged. They have a variety of products for every problem. Good luck.

The other way to deal with water is - Be sure all down drains are pipes away, gutters are clean & working. Be sure there is slope away from the house. If all that is in place & you still have water getting in, then you need to consider a French drain in side the house. If that isn't possible, consider a water collection system on the bottom of the wall that would be piped into a drain. This may not work in your house because of the type of foundation...
As for putting up walls, I would build walls, not attached to your basement walls. Like when you build an addition. I wouldn't put any screws into the basement wall and allow a place for water to seep through.
There are many paint on or roll on or spray on products out there now. I was able to actually use a palate knife and glop it on the spot that was POURING water and it stopped it immediately. WOW...so worth it ! Good luck
