You can buy light weight Styrofoam ceiling squares that just stick to where you want them to go, they can be painted to match your decor. Easy to cut for areas that need that.
If you want your popcorn ceiling to stay, there is a glitter/sparkly product that will stick to the ceiling, that is what we had done in our bedroom and just love it. It reflects any light at night kind of like twinkling stars.

Wet and scrape it off (a big messy job) or do what we did and cover it with beadboard.
I would laminate thin Sheetrock over the popcorn.
I would scrape and either finish flat or spray a light texture on the ceiling to cover any imperfections.
