Refinishing hardwood can be incredibly dusty, it’s probably best to do the floors first and the walls last— after a thorough cleaning/ vacuuming.

Paint the room first, pull up the carpet, then do the floor.
Floors first. They are more permanent (and expensive) than walls. Paint will come off refinished floor more easily if done soon after it happens. This can be avoided with painters tape and canvas dropcloths. Walls can be touched up more easily than walls
I'd paint first, unless you plan to use the carpet in another room. The carpet can be used essentially as your drop cloth.
