If it’s the one I’m thinking of, it was using tension rods. Measure the width and length of the window, cut a piece of fabric to fit allowing for 1/2” extra on top, bottom and 1” extra on the sides. I would line the blind so get another piece of fabric exactly the same size. On the sides of each piece (fabric and liner) turn under 1\2”, sew. Then with Right sides together sew at top and bottom (1/2” seam). Turn the blind right side out. Iron flat, then measure and mark a sew line at 1/3 and 2/3 from the top of the blind, mark another sew line at 1” below each of the first marks. This makes a pocket for your rods. Topstitch the sides leaving an opening in between your marks. pin front to liner along sew lines so that fabric stays flat when sewing, sew the pockets in. Put the tension rods in the pocket and position to make the folds.
