Add an outdoor rug, a small bistro set or one really comfy chair and a few plants. Enjoy.
If there is enough room, maybe two small patio chairs and a cafe table. perhaps a potted plant or two...a dwarf fruit tree would be a bonus!

Window boxes work well on the railing. If you have the smaller wrought iron type railing, they are available with a split up the middle so that you can set them securely on top of the rail. Make a few flowers and a few herbs, this will also free up some space so that you can pot pots on the balcony, yet have a lot of color with the window boxes that aren't taking up space.
Kind of depends on where you are, but you can get some great plants that will climb trellises ie. bougainvilla, clamatis, or wisteria. If enough room put out a cute chair and table. Wind chimes or put potted plants in an old birdcage.
