If you need plants for sandy soil succulents are what you want Ice plants have a beautiful little daisy like flower but close to the ground. they will need water at first but after started are very happy with very little, and spread to cover a good area about a 1-2 foot area and you can breakoff branches and they will easily root into the ground with a little moisture.

You could put down pavers and use it for a seating area, or play area, or whatever you want. You could use mulch, but with dogs running around it may end up all over the yard, same with rocks.
Zoysia grass is great for sandy areas. We lived in the pine barrens in New Jersey for 20 years. It was mostly sand and Zoysia grass is the only thing that grew nice. It is an invasive weed type grass that will spread everywhere unless you contain it with a deep, underground border. It was great, once it took, it held up with 4 large dogs (great danes and st. bernards). It doesn't grow as fast height wise so less mowing, it doesn't need a lot of water and it seemed to stay green after most other grass had started to brown from the winter.
