You should probably call the manufacturer for tech support. It sounds as if a seal is broken or has a gap between the 2 pieces of glass.
I wouldn't disassemble it if I were you, that might turn out hazardous.
there is a tool you can order on line that goes up through the bottom of the oven door and gets between the glass. You could google it to find where to order one, or see their advertisement and perhaps make your own. Best of luck. That is a hard task.

or maybe paint over it, a stencil pattern, put lace over it or put stained glass window film over it?
If there are screws there, it will come apart. I had a built-in oven with this same problem. I literally took it apart, cleaned it and put it back together. Some of the screws were hard to get out but I persevered and got it apart. Looked like a new oven when I got it all back together.
Remove the screws and you will be able to get to the inside to clean it up. Use a solution of vinegar, hot water and baking soda. Wipe again finally with a vinegar solution and it will be streak free.
