What is the best soil mixture to use in a vertical garden?
We plane to plant herbs, lettuce, green beans, and some flowers.
I've been using a mix of 4 ingredients in equal parts- top spoil, composted manure, peat moss and vermiculite. it's doing the job. at certain times in the growing season I will supplement with a half strength liquid fertilizer to some of the hungrier plants such as tomato.

The commercial bagged garden soils at the big box hardware stores work fine, they need to be somewhat light and fluffy.
Heavy topsoil certainly are the worst choice.
I do agree with you on the top soil. if its the only soil. But for the amounts of potting mix that I need - I ran a cost comparison- myo or purchase.....myo won.

An all purpose soil containing peat moss, sand and black earth usually works okay. The more you pay for a bag of soil usually the better it is. Shop around as soil mixes come on sale at this time of year.
If you're buying then top soil. I create a layer method with creating a raised bed using natural elements, animal fertilizer, compost and soil. Let it sit for a couple prior to planting and then make sure to amend with my favorite tip, direct composting.
