How to remove dried cement?

Have a stool with chrome legs. How can I remove dried cement from the legs?

I've seen several sites that recommend white vinegar.
if this were me, I'd wrap a wet rag around the part w the cement, let that get soaked, then remove it gently with a paint knife or old table knife.
