We had a clay soil base when we lived in TN. I hauled a ton of sand and we added old hay and straw from a farm to till into the clay. It was for a garden about fifty feet by one hundred feet. It really loosened the soil and made a great base for our garden. We tilled and tilled and added all our grass clippings all fall and tilled them in too, and leaves. We put shredded papers down around our plants that summer to keep the weeds down and tilled those into the soil in fall and again in spring. It was the best garden we ever had. Hope this helps.
