Sounds like you need new blinds. I don't think there is any repair.

Those things always break, I just take a piece of matching duct tape or electrical tape, and use a hole punch from the dollar tree to make a hole in it, and then put the bracket back on and insert into the header.
Take off the vertical blind slat, if it not already off and put a hole in the non-broken end for the clip to attach to.
You might also try hot gluing or gorilla gluing a small paper clip in the right position to use as the insert hole. It's a pain when they break so easily...and you get blamed as a renter........ Hope the answers you've received help you.
Clear (or brown or whatever color matches) Duck Tape. One roll could fix every slat in every blind in the House. ☺️
