Curtain makers usually will custom these, or you can order online from speciality makers.... http://www.regaldrapes.com/swags.aspx?gclid=CjwKCAjws6jVBRBZEiwAkIfZ2tWPkkUDnLIT7LdctDXq75odALndXkYjbgAKLFxeVDgT3iLDq3rHohoCvWwQAvD_BwE

They are easy to make, have you considered that option yet?
i love using a scarf on my windows. I found some actual silk lime scarves on clearance and used a heat fusion to
connect them and then used it across the top of my window.
Buy one or more painter's canvas dropcloths and drape your own. Stretch taut across the top and droop however you want it to droop on the bottom; if you want multiple droops hold in place with some twine ties into a bow at the top of the rod or, if you want a "smoother" look, hide the tie behind the valance. Cut to length to suit you. No hemming required if you're going for a rustic look, but if you want a more finished look, apply an iron on hemming tape. Some ideas and directions here, just one of many sites on line that you can find: https://www.11magnolialane.com/2015/03/03/how-to-make-a-no-sew-diy-window-valance-from-canvas-dropcloths/
We got these from Black Forest decor! They have tons of rustic decor! We also bought black gas pipe from Lowe’s to make curtain rods! I spray painted them with an oil bronze color! Good luck!
Cloth napkins hung on the bias, overlapping. Or use bandanas
Look under Swags Galore on the internet. They have lots and lots of nice things for good prices. Also rec'd a catalog from Carol Wright today, and they are carrying valances and swags in blue, natural and burgundy. Try Blair catalog as well.
