Buy a small pool, a size your pup, I call all dogs pups can fit in. One you can empty easy and fill.
Sr dog may find it easier to get in and out of the plastic wading pool if you partially dig it into the ground...should make it less susceptible to tipping too.
a plastic pool in the ground will be impossible to empty and refill... not a good option.
Just get a kiddie wading pool and be done with it. You can empty at the end of the day and refill. Otherwise the mosquitos will be a horror.
If he is able to step into a low wading pool, I would not not put into the ground as it would be hard to clean it. and remove it to store for the winter. if he can't step into it, teach him to step up on a step stool placed next to the side. I had to do that with my older dog as he couldn't get into the car anymore. They learn quickly.
if pooch just needs a soaking tub? either a 'pond liner' or a fiberglass bath tub can be used. if you need him to be able to doggy paddle? I would look for maybe an old hot tub. 'building' a pool from scratch is heavy, heavy work, and the pond liner that will survive dog nails? is expensive.
