If it has dried out and been rained on since being flooded and it's growing then I don't see the purpose in treating it before cutting. Any normal precipitation since being flooded would wash away any contaminates from the flood water. Nature takes care of itself! Good luck

What has your city or county distributed to the residents? I am sure they have sent out some sort of guidelines or recommendations on how to remediate the area.
Thanks everyone! I will check it out. No information to my knowledge has been issued on this matter. many homeowners probably aren’t thinking of their yard yet. I need to begin to “feel better” and I know my yard will help me accomplish that!
Is all that rubble still piled up on your lawn? That is where I would start. Then ask you extension people what to do next, Best wishes in getting things under control again.
I agree with Naomi. Buy pots and celebrate spring outside your doors. Good mojo for your neighbors too. They don’t have to be beautiful, expensive, pots, because the flowers will take charge and make everyone smile.
Needs be, knock on doors and ask to take cuttings from those who are still whole. I can’t imagine anyone saying no.
