Is there a sure-fire way to get rid of Creeping Charley?
if you do not want them at all use a weed killer
Dig up the ones you like, and plant them outside the lattice. The ones you don't want under the porch, use weed killer or pull them all out--maybe your neighbors might like some.
Dig the ones you don't want out and cover them with fabric and mulch so that they don't grow back
A lot of salt should kill the plants you need to remove.
I'd try a heavy duty black plastic. The plants won't get light or moisture, so they'll just die off. Better than using chemicals.....
You could dig them out and put down landscape fabric to prevent them from coming back. Replant elsewhere.
