Yes it is! You'll want to wait until you have little chance of frost and cover the seeds thinly with about 1/4 inch of sand or other light matter.

In Kentucky we seeded ours in August. Covered seed with straw. Watered in morning when needed. When grass was coming up we carefully raked the straw off. From first cutting on we cut at highest setting on lawnmower that whole Fall. The next Spring we cut it like the rest of the lawn.
